MEMORANDUM BY THE DIRECTOR OF COLONIAL AUDIT.

In his despatch of the 11th December 1919 the Governor of Hongkong suggested (paragraph 23) that my

views should be ascertained before the revised salaries

of the Auditor and the Assistant Auditors were finally

settled and he stated at the same time that he thought

that the salary for the former should be in the neigh-

bourhood of £1000 and those of the Assistants in propor-

tion.

This despatch was referred to me in due course and,

after a careful perusal of the correspondence on the subject, I suggested that the salary of the Auditor should be on the scale of £1000 by £50 annually to £1200 and of

Commenting

on these proposals I stated that I was still of the opinion that the Auditor should, at least, be placed on the Cadet Service Class II scale and my view was communicated to the Governor in the Secretary of State's despatch of the 24th December 1920. To this he replied that he adhered to the view which he had expressed in his despatch of the 26th August 1920, above referred to, and, accordingly, the rates of salary therein indicated were inserted in the

Estimates for 1921.

On seeing this provision the Auditor and the Assistant Auditors addressed me Jointly and I replied to their representations as in the attached copy of my letter to
